The decision is ultimately up to you, but I would have to argue absolutely yes!
Many could argue that since Harry's and Voldemort's paths were so similar at the start he could have ended up like Harry and I do believe that to be a possibility.
Ultimately though, I think it is in Voldemort's reluctance or inability to understand love, relationships and trust that are essential to a good Christian life that prevents Voldemort from ever being good.
But then again, I think it did have a lot to do with choice, that the decisions you make will predict what you become in the future. Voldemort chose pride over everything else and thus made the ultimate decision to be on the evil path.
Rowling wrote this character to be that Devil figure, to create that essential force of evil in the series. Voldemort was that force that disrupted the balance of good and evil and he became the force that needed to be overcome in order to restore order in the world of good.This storyline is essential to the Christian message within the series, as in religion too, one must triumph over evil over and over to stay on that righteous path to good.
Though that is not to say that he is the only evil character in the book, there are others, but he establishes the precedent and he is the one who leads all that is evil in the series.
